DAY 1: EXECUTIVE FORUM - GLOBAL HEALTH LEADERSHIP IN TURBULENT TIMES: GALVANIZING TRANSFORMATIVE CHANGE
We are in a time of unprecedented change. Global health leaders from the public and private sectors are faced with responding to catastrophic natural disasters, global pandemics, deadly regional conflicts and humanitarian crises, amplified by the burden of climate change and a decline of health outcomes. At the same time, we must and are expanding our awareness, tactics, and standards to keep us nimble, flexible, and creative to continue to deliver life-saving health products and resources to those in need. Together at PQMD’s Global Health Executive Forum, we will examine how industry, development, and community leaders are navigating the accelerating pressures that define our time while simultaneously galvanizing lasting and transformative change in access to quality healthcare.

DAY 2: PQMD GLOBAL HEALTH POLICY FORUM - ADAPTING TO CONVERGING CRISES IMPACTING HEALTH
The convergence of climate impacts and security threats is having a confounding and detrimental impact on health access and outcomes, further fueling environmental, social and financial uncertainty. These crises are complex and unfolding during a time of heightened global conscience and when global and local leadership are negotiating and re-aligning a “new public health order.” Decision makers are forced to prioritize, mitigate risk and foster innovation across investments and program interventions. During this forum, we will navigate dynamic geopolitical and philanthropic forces while balancing global and local ecosystems that impact health delivery. We will also acknowledge and explore the economic ambiguity that is the direct result of the trending environmental and social unpredictability.

Panel: Meeting Public Health Demands Amidst Environmental, Social, and Financial Uncertainty
The established model of development assistance is changing as many donors find less funding available for health programming. Many low- and middle-income countries are still spending under 2 percent of GDP on health. Regional production and R&D initiatives will increase resilience but also seem likely to increase commodity prices, at least in the short term. Demands on already stretched healthcare systems are increasing because of conflicts, the impact of climate change and continued natural catastrophes. How do we maintain resources and opportunities in the face of new challenges? Taking Action in Global Health: How Organizations Can Move from Awareness to Engagement (Breakouts)
Paul Knox-Clarke affirms the consequences of climate change are uncertainty, urgency and complexity; while the humanitarian response to climate change will be challenged to work well beyond the humanitarian sector. This interactive session explores these realities in the context of our current work and drives participants to identify changes that will be required of organizations to respond to and be resilient in the face of climate change. Participants choose a session theme where they can discuss specific changes that their own organizations will have to make, before considering the broader policy changes that will be required for the sector as a whole. Panel: The Anatomy of Funding Transformative Change
A decline in overseas development assistance is forecast for the coming year, and there is urgent momentum to focus on innovative financing mechanisms and transformative funding. Many of these models involve an expanding portfolio of contingent financing, payment by results and financial instruments such as sustainable development bonds. It is understood that there is a need for more investments at the national or regional levels with more reliance on multi-sector engagement. Panelists will consider the implications of diminishing access to humanitarian aid and consider how to create adaptive financing mechanisms in a bullish funding market.

DAY 3: PQMD GLOBAL HEALTH POLICY FORUM - FRAMING A STRATEGY FOR TRANSFORMATIVE CHANGE TO INCREASE ACCESS TO QUALITY HEALTHCARE
Multi-sector partnerships are the cornerstone to increasing access to quality healthcare and an imperative to addressing and engaging with disasters and longer-term humanitarian response. Given the increase in crises and projected trajectory, the shifting funding environment, and an unprecedented level of humanitarian need, we will focus on and explore the impact and scalability of new, equitable and flexible models of partnership. Sessions will also look at scaling the other tools in our tool box from technological innovations, to lessons learned from recent health crises, and early warning systems as well as other resources that can help us strategize for the future. The GHPF will conclude with a discussion of the challenge of keeping humanity at the center of all the global efforts to address the confluence of crises which may be the beacon necessary to embrace true transformative change.
